Community-based Outpatient Clinic

Above Group led the design effort for a new 16,370-square-foot multi-specialty Community-Based Outpatient Clinic (CBOC) at Joint Base Cape Cod, using the VA’s One-Patient Aligned Care Team (PACT) CBOC prototype. Once constructed, this outpatient clinic will provide essential healthcare services, including primary care, mental health treatment, and specialty medical services for veterans and their families. Drawing from the evidence-based “Planetree Model,” the clinic will offer welcoming, comfortable spaces with a residential atmosphere that prioritizes patient dignity, security, and privacy.

Above Group designed all building systems to operate on a Johnson Controls METASYS® Building Management System, enabling full DDC/BAS integration across mechanical, electrical, and plumbing systems. Mechanical systems were designed with high-efficiency VAV HVAC configurations and hot water reheat, balancing stringent healthcare ventilation requirements with energy performance goals. Electrical and lighting systems comply with the International Energy Conservation Code (IECC) and incorporate networked, addressable lighting controls for occupancy sensing, daylight harvesting, dimming, and scheduling, reducing operational costs while maintaining code and VA compliance. Above Group also designed telecommunications, security, nurse call, public address, and intrusion detection systems following VA Physical Security and Resiliency Design Manual and OHERM resiliency infrastructure requirements capable of supporting future scalability.

Throughout the project, our team prioritized constructability, coordination, and federal compliance, resulting in a standards-driven healthcare facility design that will deliver long-term value to the VA and our nation’s veterans.
